Mr. Zhao is a prominent advocate and practitioner in China’s low-altitude economy and general aviation sector. With an EMBA background in Finance and Aviation Management from Tsinghua University, he has been actively engaged in advancing low-altitude airspace reform and the development of low-altitude aviation applications. Drawing on his industry experience and expertise, Mr. Zhao has contributed to the formulation and implementation of major policies, regulations, and industry standards related to low-altitude economy, helicopter infrastructure, and urban air mobility.
As the founder of Shenzhen Eastern General Aviation Co., Ltd., Mr. Zhao has pioneered the commercialization of low-altitude aviation applications in China. Under his leadership, the company has developed and operated a range of innovative services, including helicopter connectivity within the Guangdong-Hong Kong-Macao Greater Bay Area, airport and railway transfers, urban aerial sightseeing, business aviation services, and aviation emergency response operations. The company has also established and managed a network of more than 100 vertical take-off and landing facilities, supporting the growth of low-altitude mobility infrastructure and the future development of urban air mobility.
In addition to his role in enterprise development, Mr. Zhao founded the Shenzhen Low-Altitude Economy Industry Association, which serves as a platform for industry collaboration and ecosystem development. The association focuses on supporting policy research, promoting industry legislation, advancing technical and operational standards, organizing industry exhibitions and forums, and providing professional training programs to cultivate industry talent.
Through his leadership in industry development and practical implementation, Mr. Zhao has contributed significantly to the advancement of China’s low-altitude economy and the commercialization of low-altitude aviation applications.
